(29 dic. 1917, Calvert, Texas, EE.UU.–29 sep. 1998, Los Ángeles, Cal.).

Alcalde de Los Ángeles (1973–93). Hijo de un campesino mediero, a los siete años de edad se trasladó con su familia a Los Ángeles, donde vivió en la pobreza cuando su padre abandonó a la familia. En 1940 inició una carrera en la policía de la ciudad, que duró 22 años, durante los cuales siguió cursos nocturnos y se tituló de abogado (1956). En 1963 fue el primer concejal afroamericano de la ciudad y, en 1973, fue elegido uno de los dos primeros alcaldes de color de una ciudad importante del país (el otro fue Coleman Young, de Detroit). Cumplió cinco períodos como alcalde, durante los cuales ayudó a transformar Los Ángeles en un bullente centro de comercio y negocios, de inmenso desarrollo, y a convertirse en sede de los Juegos Olímpicos de 1984. Se jubiló en 1992, luego de los tumultos que se produjeron en la ciudad cuando se absolvió a varios policías que participaron en la paliza del automovilista afroamericano Rodney King.
